It's contracts, Unions and such if they use the tires on another car they don't get the $ from insurance and the tire company is mad they didn't buy new tires for the "new" car being made stupid shit like that.

Are you familiar with the Litigiuos States of America? 1 of those cars gets in a fatal accident, and Mazda would be ruined. Whether the stagnant period affected it, or not.
