My takeaway is they're basically saying its mostly setup rather than electronics or crank. Seems hard to believe, no?

Helmet makers gonna love that. It costs a small fortune to certify every new model as it is, unless it is virtually identical to the preceding one. New requirements could put the helmet makers in the position of not wanting to make helmets for MotoGP, but having to.
