As a constituent and member of the American Motorcyclist Association, I urge you to vote against H.R. 2733, the Nevada Native Nations Land Act. It is my understanding the AMA will be scoring the vote as a ‘No.’

The bill is scheduled for a vote under Suspension of the Rules. This procedure is usually reserved for non-controversial bills. However, H.R. 2733 is far from being non-controversial.

The legislation would transfer 13,434 acres in Nevada from the management of the Bureau of Land Management to the Bureau of Indian Affairs and the Reno-Sparks Indian Colony. This transfer will make the land off-limits to existing off-highway vehicle use in parts of the BLM-managed Hungry Valley Recreation Area northeast of Reno. (Although the area is popularly known as Moon Rocks to residents, the adjacent Moon Rocks area will not be impacted.)

If this bill is signed into law, many miles of legal OHV trails in Nevada will be soon closed to responsible motorized recreation. Local OHV users estimate the land transfer could close 600 to 700 miles of trails.

We cannot afford to lose more trails on America’s public lands and eliminate a legitimate source of responsible recreation—not to mention economic tourism—for Nevada’s taxpaying citizens.

Therefore, I ask that you oppose H.R. 2733.

I know that people of all ages enjoy outdoor recreation, including mountain biking and off-road driving. It’s important to balance these activities with workable environmental protections. H.R. 2733 has been referred to the House Committee on Natural Resources. I am not a cosponsor of the Nevada Native Nations Land Act, and will keep your concerns in mind should the Republican leadership choose to bring this bill to the House floor for a vote.

It passed the House on 6/7/16.

Nevada Native Nations Land Act

(Sec. 3) This bill requires the United States to hold in trust the following lands for the benefit of:

*the Fort McDermitt Paiute and Shoshone Tribe of the Fort McDermitt Indian Reservation, 19,094 acres of Bureau of Land Management (BLM) land
*the Shoshone-Paiute Tribes of the Duck Valley Indian Reservation, 82 acres of Forest Service land;
*the Summit Lake Paiute Tribe, 941 acres of BLM land;
*the Reno-Sparks Indian Colony, 13,434 acres of BLM land;
*the Pyramid Lake Paiute Tribe, 6,357 acres of BLM land; and
*the Duckwater Shoshone Tribe 31,269 acres of BLM land.

The lands held for these tribes shall be part of their respective reservations.

Administration.

(a) Survey.—Not later than 180 days after the date of enactment of this Act, the Secretary shall complete a survey of the boundary lines to establish the boundaries of the land taken into trust for each Indian tribe under section 3.

(b) Use of trust land.—

(1) GAMING.—Land taken into trust under section 3 shall not be eligible, or considered to have been taken into trust, for class II gaming or class III gaming (as those terms are defined in section 4 of the Indian Gaming Regulatory Act (25 U.S.C. 2703)).

(2) THINNING; LANDSCAPE RESTORATION.—With respect to the land taken into trust under section 3, the Secretary, in consultation and coordination with the applicable Indian tribe, may carry out any fuel reduction and other landscape restoration activities, including restoration of sage grouse habitat, on the land that is beneficial to the Indian tribe and the Bureau of Land Management.

Have spent 15 plus years wheeling out in Nevada from Reno out to Elko. The Moon Rocks is/was a fun area, unfortunately more and more people have no respect for the land. Trash and vandalism has become a major issue.



It's not clear as to whether the Reservations will restrict and/or close off these areas if the Bill does "pass" through the Senate.

Correct - The bill was passed in a vote in the House. It goes to the Senate next, and if approved to the President.

I've tried to find who was in attendance, but it appears that the congressional record contains no information about attendance, except specifically for roll-call votes that will list which members voted and how (yea/nay).

The vote in the House was by voice vote so no record of individual votes was made.

I don't know, seems weird that if a representative is on the floor that day you would think there would be a record of attendance. Well, a record that's easy to find!

NEVADA - Land Use Update on BLM's Moon Rocks/Hungry Valley OHV Area

Sharetrails.org/BRC wants to commend Congressman Mark Amodei for working with the OHV community, Washoe County, and the Reno-Sparks Indian Colony to preserve important north-south motorized access in transfer lands contained in H.R. 2733. These historic routes provide important connectivity to the Greater Hungry Valley/Moon Rock Recreation Area.

The second link in the most recent post by Butch is a letter by an Indian colony person who promises OHV access on one specific dirt road during the one year transition period. After that, tough titties. Also, that route is merely a north-south dirt road that you wouldn't use unless you wanted to get home before dark, limp a broken bike home, or something like that.

If I'm not mistaken, the gate won't close, the staging areas won't be affected and there's almost no impact to the actual trails. Again, if memory serves, this was completely overhyped by the AMA and D36.

Moonrocks proper (if there is such a thing) is unaffected. The tribe said they will allow some OHV use (off the right-of-way road) until the end of the year.

I've been out few times since the land was trusted to them. Nothing has changed. It's far too vast to fence. At most they will sign and patrol what were very popular shooting areas off Eagle Canyon Rd. I think they only have one cop on duty at a time. And he's not Johnny Campbell, if you know what I'm saying.

I think we may have rode through some of the land on a group ride. It's hard to tell without superimposing the actual boundaries on a satellite or terrain map.
