How to tell if a prospective purchase is stolen?

I just bought a bike off of a guy and he had a scooter I was interested in, but didn't have any paper work for it. He said he bought it at a garage sale as a project and never got around to doing anything with it and 30 years later he's selling it.

I have the vin and license plate number. I called the CHP 1-800 number and the operator said he cannot give out any info on the vehicle, told me to file a form with the dmv.

I'm wondering if there is any # I can call to find out if it's stolen.

The DMV fee calculator has no record of the vehicle.

The scoot has some telltale signs of being stolen, but the guy who has it is anything but shady, just a nice old man.

Tell the dude that you want it at his asking price, but because it's no longer in the system you need to take it the the local CHP office for verification before you spend the money for a title search at the DMV. If he's not willing to do that, then he knows it's stolen. If he is, you either get the bike, or it's recovered. Simple as that.

The Chp person was wrong, but that’s not isolated to chp by any means. I can easily see my own agency’s phone “answerer” thinking the same thing.

There is no violation of “need to know/right to know” simply checking stolen/want status. Provided we don’t release information about registered owners or other protected info, it’s just fine.

Thanks, I'll give them another call or call a different CHP number. I know I called once before about 10 years ago and they gave me the all clear then.

Just to see how this would have played out Nick, what if it was stolen? What happens next? (For ease of storytelling sake, let's say both parties lived in CoCoCo.)

I would have sent him a PM telling him it was stolen as well as a recommendation that he notify the local LE agency. He is under no obligation to report it.

I understood that running a plate (or serial number) that is reported stolen "pings" the originating agency of the inquiry. Does that mean you (or your boss) get a call asking what's the deal?
