Wanted to get a feel for how many racers would PERMANENTLY cripple your 600 to compete in a 450SB class 
I guess it would depend on what we are talking about. Would it render the engine block impossible to sell as a 600cc later in life?
Ok, so what is the modification? Pull a spark plug?

cuz nobody will give us one! The idea of a budget bike is always appealing, but sooner later, ya, someone will show up with some thing newer, bigger, and betterCode:Why not take brand new 600 and do it so you make more power?
btw. If it was up to me 450 class would go away and be replaced with something in size that is actually made by factories, like new ninja 300 or whatever may come out. Same with 500 twins. Or like I said it many times before, make class to catch all between 250 and 600.
"PERMANENTLY cripple your 600"? Isn't that a little dramatic? Sounds like you're referring to the 450 triples that Dave Wallis, Mike Lohmeyer, Dave Moss and others have been developing. All they do is take a cheap, outdated 600 racebike, execute a completely reversible engine modification for barely over a grand and out comes a bitchin 450 triple with an awesome frame, forks, wheels, etc. that should be legal for 450 Superbike and Formula 4. It's basically a modern 600 with some serious traction control (since one of the four cylinders is knocked out). It would be a perfect entry level racebike, exponentially better than some of the other small displacement bikes that come with horrible frames, wooden brakes and flexy flyer forks.

The wording in the proposed rule change, and I quote "4th Cylinder must be permanently disabled." Permanently means not being able to change it back right? or is there another meaning to the word?

I am thinking of one & voted Yes, Reason :
1. Stepping stone to higher classes. (Disadvantage : only 1 class to race)
2. Ease to switch back & forth (600-450-600)
You cant switch back and forth with the same bike read the proposed rule "4th Cylinder must be permanently disabled." So you can run only 1 class with the bike 450SB
