Watching dash-cam footage, it is pretty obvious the driver was on the phone / texting / something like that.

Dash-cam : Mobius

i don't like passing cars so slowly, especially if they have their turn signals on, you stay in the blind spot too long

He had just passed a semi. Should have expected him/her to pass the next slower moving vehicle he was closing in on.

The driver was clearly unattentive. Glad you have dodged it.
I had a similar one a while back (skip to about half way of the video).

Yes it does because it affects and determines likelihood that it will happen again.


In the OP's case, here's clues without needing to guess other driver's state:

1. Car signals they want to move into my lane
2. both of you were catching car in lane to right.
3. you were in his blind-spot pretty much entire time

That data just tells me to move left one lane and zoom past them both.

Okay, fill me in on this one. I must be missing something that you aren't. Maybe you know the road (I don't) or maybe you see something that I don't.
But how could you NOT blame the driver in this situation?

If the goal is to determine fault after an accident then yes, the driver of the car is at fault.

If the goal is to avoid accidents while you're riding a motorcycle then the OP needs to address some issues with his/her riding. This close call could have easily been avoided by the OP even if the car driver was legally at fault had they collided.
