Like most things, it depends on the circumstances.

You take your mother’s car to the mall and it gets stolen from the parking lot. Sure, I would accept that stolen vehicle report after a call to your mother verifying you were allowed to drive the car.

You report a car stolen that isn’t registered to you, you have no documentation of ownership, and can’t tell me who the actual registered owner is. Not gonna happen.

Back to the OP. This is a civil matter. Sue in small claims court.

Even if you win small claims you still have to collect, so you may not be much better off even if you "win" than you are now and you will have wasted a day of your life in small claims court.
