should probably throw in a check that the factory mirrors, reflectors, and so on are in place too. maybe also make sure that they didn't change gearing (as that would change noise/emissions at many speeds) or tire size (as that would change effective gearing). suspension and brakes should remain factory, too, to avoid unsafe modifications.

it isn't like you didn't know it had a loud pipe on it before you bought it

one of my bikes is a 2014 and there's no such thing as a compliant exhaust for it. the factory one isn't.

some of us ride older bikes that the manufacturer doesn't even carry anymore...

What about us?

You know, I didn't even live in California when this law was passed ten years ago, I lived in fuck-you-for-messing-with-mah-freedums-istan, aka Texas... where we had annual (or maybe biannual?) safety inspection for lights, blinkers, brake performance, etc... so it's really not that far-fetched.

I'd imagine that any pre-2013 bikes grandfathered in under the 2009 law would be unaffected (like my 2008 WR - just realized it's old enough that it's not affected), but yeah, I'd guess that any grey-area-plated 2013+ bikes that were never intended for road use would be SOL.

I just find it funny that there's all this hand-wringing now when this law about compliant exhausts was put into place literally a decade ago. It's not like you didn't know that 2013+ bikes with a non-compliant exhausts were illegal when you bought it...

We had those in NY when I lived there as well and knowing how CA is I was surprised when I moved here to not have to deal with that.
