I think my TE630 fits your criteria, I'm prepping it for sale right now.

Husqvarna TE 630

45-50 hp (similar bikes, mine hasn't been dyno'd)
45 mpg (I get this fairly consistently, lower when I go off road)
37" seat height (mine has an upgraded Seat Concepts seat)
Good suspension (45mm usd Marzocchi forks w/ preload and rebound, fully adjustable Sachs rear shock)

My bike has less than 2k miles, and I've installed some other upgrades and farkles. Planning on listing it for $6k, contact me via PM if you are interested.

I've had both the TE (dual sport) and SMS (supermoto) versions. The TE is the one on the left in the photo.

We've got a Tiger 1050 for sale here at Dubbelju. We also have a nice R1200R both within your price range.

Weird, the only bike I have had that got under 40 MPH was my '84 Nighthawk. Everything has got 40 or over unless I hammered the throttle, even then no less then 38 or so. 1000RR included.

Another vote for Triumph Tiger.

I'd suggest an older model Tiger. One of the 955's.
The hard part is finding one with less than 20k miles.

As it turns out, I ended up buying a 2009 Aprilia Tuono (the one you still see on craigslist in silver). Got a pretty sweet deal and it rode so well that I decided to just buy it and ride it for a good while.
