Initial rev limits for new models 2019. From the FIM. Bold section added by me.

Rev limits for 2019 Superbike models

In line with the technical regulations and more specifically on the balancing of various motorcycle concepts, rev limits for the new homologated Superbike models were established (eg. Art 2.4.3.1).
All tests were performed at the manufacturer’s factories with ready broken-in machines.

The 2019 initial Rev limits for new machines is subject to revision at the discretion of the FIM if production machines supplied from retail outlets differ in their performance characteristics and are subject to the articles mention in 2.4.3.x of the World Superbike Championship Regulations.
2019 Rev Limits New Models

Note that Kawasaki and Yamaha (less so) have homologated new models for each of the last four years while Ducati hasn't since 2015 and Honda...well...you know.

So Bautista was quick on day one of testing. I don't think anyone has run a race simulation yet. Surprised Sykes is showing such speed on a brand new bike at what has historically been a bad track for him.

setting the rev limit based on the stock bikes plus some arbitrary calculations just shows that Dorna is trying to keep the factories happy instead of doing what's good for the show. sure, that was fine for the very first year when the limits had to be estabilshed. but it doesnt make any sense now. we know Kawi doesnt need more RPM to win. so don't fucking give it to them! who cares if they homologated a new bike. the new bike isnt going to sell more tickets. it might actually do the opposite.

also, im flabbergasted that the Duc V4 rev limit is the same as my R6.
