What they are trying to do is close Carnegie due to heavy metals being found in the "creek". They did testing upstream from Carnegie and found none but did find it in Carnegie; theory is all the turned up soil and excess erosion caused by the OHV use is allowing excess heavy metals to leach into the stream. They claim that this is counter to the mission of the OHV division which is supposed to maintain and protect the lands they own hence they want to close it.

That's why they closed off the creek for freeriding in '05 or whatever but they still found contaminants in an EIR in 2011. That finding supported the attempted closure in 2015. Basically no one really cared from 1980 until 2004 so Parks and Recs didn't "maintain and protect". Closing the riding of the creek, creating those new serpentine trails they have now and trying to keep folks on the trails are all attempts by P&R to mitigate the heavy metals run off.

The closure seems to be based on Connolly thinks the park users will distroy his access due to excessive use.

I don't remember the condition being that bad. I will look closer.

Interesting it says this is their primary access path. I wonder how often they drive through this way?

Lost profits are impossible to calculate? How about because it is not about them making money with their "couple hundred" cattle... and irreparable harm will occur if it remains open?

I can't believe a judge signed off on any of that weak story.
