If a fix it ticket is issued and the violation is corrected, there is no standard database for any random officer to see that a previous citation was issued. It's a system that allows for repeat offenses.

Accurate. I did this with paper plates when a person had owned a vehicle for over a year and never put plates on it. A fix it ticket is at the officer's discretion, and can be justified as non-correctable if found to be in violation from persistent neglect.

Budman tries to keep an even keel with politics, but the vast majority of California is one sided. It makes things very tough for a rational middle-of-the-road-tax-payer. Since the chances of getting cited for anything in the Bay Area are like .000001% , I would not worry about it. In fact when I see some SFBMF actually Getting ticketed, I am shocked, totally shocked.
