My (limited) experience of passing on the double-yellows in front of an LEO is that you get pulled, but they let you off with a stern finger-wagging. Twice in the last few years.

I did this recently on Hwy 299, and passed two LEO's qued up in traffic in the process. I am not familiar with how the law is written in that regard, but know it is generally "accepted practice." But I can't imagine the law specifically states it is allowed to cross a DY on a two lane road when filtering to the front of a construction light que managing a single-lane road.

As you note, "accepted practice" != legal :D

It's definitely illegal to pass stopped traffic on the left, if you cross a solid yellow line - you're just illegally overtaking. I think this is still illegal even there's just about enough room to squeeze past them and stay in the same lane as them and to the right of the yellow line - you're "sharing the lane", but whether that's legal or not? Whether you'll get busted for passing on the left or not is another matter.

The same goes for passing on the shoulder - it's always illegal, but you're probably not going to get busted.

My experience (yay - anecdata!) has been that unless there is a cop parked on the shoulder, you're probably fine passing on the shoulder. Also IME, cagers react much worse if the see you passing on the shoulder, but if you're quick, it's not a problem. They're kinda used to bikes overtaking them on the left, illegally or not. But using the shoulder seems like cheating. I've had passengers open their door very slightly to scare me. YMMV, obviously.

And Hwy 299 is fantastic - better than Hwy 36 IMO. And Weaverville holds special memories for me :)

This am I saw 3 SMC Sheriffs on CA1 between Pacifica and San Gregorio, and 3 CHP on 280 between CA92 and 19th Ave. (All within 1.5 hrs)

CHP has spent the last few years recruiting like crazy- I think the goal was >2,000 new hires. For a bit, you couldn't not come across a CHP recruiting ad. Join the "...." something. They are about halfway to their goal- now its getting harder/slower, I think they need to change marketing lanes- over a solid or dashed delineator.

I am not one to debate which road is better than the other, but there sure are some great roads between I-5 and the coast in Northern California!

Our filter to the front on 299 was fully in the oncoming lane, across the double yellow. I was expecting an officer from one of the two cop cars in line to walk up to us and pull us over! It was brazen, to put it mildly. Then we rode at 90+ mph down 299 after the light turned green. I guess sometimes things just go your way!

I kind of dig it when we own the road.

While moto commuting pre-pandemic I see the CHP standing next to the HOV lane that goes from the bay bridge exit east side to 80 east so I fall in line with the cages so as not to cross the fog line, the CHP motioned me to go ahead and pass over the fog line.

I think the max age for someone to join the CHP is 35 (unless transferring from another LE agency), which seems awfully young. Surely there are some 38- to 40-year-olds who might consider a career in the CHP?

By contrast, SFPD has no maximum age limit, although obviously if you can't pass the fitness test etc., you're not getting in. Although it's not helping since SFPD is severely understaffed.
 
I remember driving along Highway 80 near to the Salt Flats in Utah about 25 years ago. I had my sunroof open and noticed a plane flying behind me to the right. I was doing the speed limit. Then a guy came flying by me and I pointed out the sunroof as he passed. I saw him pulled over a few miles down the road.
