Can't find "N"...intermittent & annoying

If your DL650 uses the same shift mechanism as my SV650 (it should), then you might want to pop off the front sprocket cover and check the fine adjustment for the shift rod. There is a 10 or 12 mm locknut with a adjuster knob you can adjust with flat blade screwdriver. It's possible it has worked itself loose. These V-Twin engines are vibey by design. CAUTION: Do NOT go crazy on torqueing it down:
 
In my experience, it’s usually something mechanical. My SV650S was doing that, and I took apart the entire clutch perch and cable and lubed and cleaned everything and installed it properly and neutral was there clear as day all of a sudden. Not sure what the exact culprit was but it was contained somewhere in that clutch cable system. Also, the oil LEVEL can make finding neutral difficult if it’s not in the right range. Oil types though, I dunno..
 
I once owned a KZ750 that by design wouldn’t shift up past neutral when stopped.
Don’t know if that’s a thing anymore.
 
Honda uses conventional motor oil to lube their manual transmissions in their cars. I chose fully synthetic motorcycle oil to do that job. Worked great.
