The problem for most climate change legislation, is the monetization of the solution.
Carbon credits are simply a way for the wealthy to skim money and control economic activity.
There are plenty of ways, through legislation, to solve (as best we can) climate change.
First step: Don't vote for anyone over 40.
Second step: Don't vote for anyone who is in the top 10% in terms of wealth.
Third step: Don't vote for anyone with a D or an R after their name.
You do understand that the top 5% have 70% of the wealth, and the next 5% ( still in that 10%) have 12% of the wealth? That group (bottom of the richest 10%) includes a significant number with the staggering wealth of a $300,000 to $500,000.
. Take it further, and look at union members and government employees with pensions. They may have very little wealth, but they do have the equivalent of a very large annuity that will provide them income for life. For many that's well north of $500k to $1,000k in annuity equivalent.
Not quite as simple as it seems.
