I think we need to work this.

It's not clear to me what you're asking. You and the barf have done an exemplary job filling in so far. This site has published guidelines and I've read of your efforts to work with CHP and such. Seems the legislature has put the onus on CHP to deliver. Will they? I do not see a lack of support, so what gives? What are the obstacles? Seems a simple thing. I bang this type of stuff out daily, especially when it's already there...
 
It will become apparent soon.

A little pressure on the CHP to follow thru on their task is what it is.
 
The mystery remains.... why after approval 18 months ago they are still not released and the media campaign to share them has not taken place.

I'd scrutinize it- likely the rec's are skewed, they've been riding Harley's too long.
 
In Utah IS NOT legal to split lanes/lane sharing AT ALL, even on the "double white/car pool (1)lanes"(do NOT CROSS), let alone between lane 2 and 3(dotted) lanes... UHP turned on lights but could not get out... don't do it!!! almost got nailed! twice! then stopped!

"lane splitting" is NOT legal in Utah!!!!!! you cannot "share the road" in UT! get over it NorCal... wish it was.
