CVC gurus - help me out!

Hi CVC gurus, I suppose this possibly in the wrong section since I was in my car while this happened, but I know most of you lurk in Moto so I'll throw it out there since it regards street code.

The community I'm a resident of has a staggering max $500 fine for running stop signs (private security). A couple of them are completely blind intersections, which I normally roll through at 2mph with my foot hovering over the brake. This is a precaution to avoid the pedestrians in the community who show complete disregard for vehicle traffic (kids on bikes, wine-o cougars, etc). Intersection in question is linked below, corner of Exquisito and Esmero. Shrubbery has grown significantly since aerial was taken, I'm guessing the map is about 4-6 years old. I've always thought the stop sign was placed too far back and caused an unnecessary blind intersection. This is going eastbound on Exquisito.

Now I would never normally ask help with my failure of searching the CVC for placement of stop signs, but my community has already been sacked this year by the fire department for it's streets and I can't afford a ticket! Don't fail me now barf!

But yea those stop signs do look quite far from the intersections, definitely a blind spot around the corner if you stop exactly on the white line. But, you know you can slowly move up to "improve" your vision then proceed when safe. Using the reference of the grey car, the stop sign lines could be about a car length more forward or use the black car for exact visual reference I mentioned.

Are you asking if you HAVE to stop?
If so, the answer is, "yes". If you want to garantee ticket free travel, full stop at the stop sign.

Are you asking WHERE do you stop?
If so, you are required to FULLY stop at the white 'limit' line painted next to the stop sign. After you stop, then you can proceed when safe. Since that is some jacked up sign placement, you should go slowly until you can see your path is clear and safe. But you are required to stop back at that line, and then you may proceed into the intersection.

I completely agree that I am legally in the wrong, but from a safety perspective I believe I was doing the right thing. I would much rather still be rolling while hovering the brake than slowly gassing it from a stop.
