No its not, smart meter was designed to talk to electronic devices in your home and allowed when you could and couldnot use it. A main scenario was the smart meter wouldnt allow electric dryers to operate under peak hours and forces users to use their dryer in offpeak hours.
Or in other words the smart meter actually failed to implement its main features to the public, as of now i can still use my dryer whenever i please and i have a pge smart meter
I will look into it some more. Smart AC was rolled out for people you participated and did not opt out. Basically, during a power emergency (imminent blackout) the Smart AC would throttle back, not necessarily turn off your AC. I think it is a good idea.
FYI, Tesla makes grid batteries as backups for the grid and businesses. The grid battery business is budding right now as the grid management is becoming really interested in energy storage.
Electric cars all plugged in to the grid can act as a energy backup and they call it V2G for Vehicle to Grid. The tech was demonstrated years ago by PG&E.
