Sucked a plastic bag into an outboard once. That was not a fun day and cost me a $500 top end on a borrowed outboard.

aluminum foil crumpled into a ball works as a scrubber. its not a hard as steel wool so its less likely to scratch low quality chrome.

There is a polish that removes heat blueing from chrome pipes, this should take care of the burned plastic residue.
