Help Needed - Buying an used motorcycle out of State and registering

Cool! Mind sharing which DMV you went to?

When I bought my Goldwing a couple of years ago, I drove up to Oregon to pick it up. I did the registration at the Los Gatos DMV - had a reservation and it took almost no time at all to have the inspector verify the VIN and the emissions sticker. In my case the bike was Ca-compliant, and it was a '94 with 64K miles on it so there were no surprises.

I rode it over there, checked in at the counter and then went outside to wait for the inspector. She came out after a few minutes and after figuring out how to see the VIN without taking all the bodywork off the front she made some notes on the form and we went back inside. Sat down to wait some more and before we even got comfortable we were up at the counter giving them a bunch of money and receiving our plate and paperwork.
 
I recently dealt with this for getting my WR450 a CA plate.
You'll be fine if you go through a 3rd party vin verifier. Especially with a Harley, they wouldn't look twice, even if you went to DMV to verify. As for the exhaust, as long as it doesn't blatantly say "FOR CLOSED COURSE ONLY" big on the exhaust, they couldn't tell the difference. :thumbup

Guys, if no one asked the same questions over and over, BARF (and the internet) would have stopped having such vibrant conversations like ten years ago.

I get the "search is your friend" mentality, especially when the goddamn DMV site has all the required info—that's where got it, along with a (gasp!) phone call. But if it wasn't for these over-and-over conversations, we'd have very little to talk about. :laughing
 
I like DMV in Los Gatos, they even offered me coffee as I waited in line.

Out-of-State inspectors look for the following:

- VIN
- more than 7500 mile
- more than 2-years old
- working turn signals
- working brake lights
- EPA sticker


That's it really. In my case I had complications due to bike not having title transferred from previous-previous owner. So there had to be a transfer from previous-previous owner to previous owner. Then from previous owner to me.

They did it all for me, printed out forms, filled it out for me, I signed, they punched it into system, printed out more forms, filled it out, I signed, etc.

Got out of there in about 30-min. Bottom line is, there's multiple paths through their system. Having knowledgeable person who actually knows multiple paths and being friendly to you really really helps. I had gotten turned away by two DMVs in San Jose who said I needed to get about 20 forms filled out in triplicate.

I just bought a 2009 FZ6R with a title from Florida and reg is out of date by 2 years. The bike has ~18K miles and should have EPA sticker (still need to verify, didnt see it with cowlings on). I wanted to verify some things with you guys before i went down to DMV and wasted a few hours of my life.

According to the DMV website for out of state transfers i need:
Reg 343 form completed by both parties
Bill of sale
Title

Currently i only have title, didnt think to get the other documents as you dont need them for in-state transfers and just slipped my mind. Do i need to get the other two forms or can i get the transfer done with only the Florida title? Ill have a problem getting the other forms because the previous owner is now out of the country....

I've bought out of state bikes with nothing beyond the title without a problem (when the most recent owner is the one listed on the title).
 
Yeah I've done lots of DMV transfers with sketchy paper trails.

No one checks a data base to compare signatures. ;)

I've heard of an extraordinary number of people somehow finding everyone whose signature is required in the DMV parking lot. I don't know how the people figure out when you're gonna be doing DMV paperwork, but somehow they do and make themselves available.
 
As long as they use different pens for each signature. :laughing
 
Where are you getting your information from?
Light inspection is NOT part out the out of state registration. Only Vin and odometer.
Not ALL bikes have to have 7500 miles on them. Only the 49 state ones do.
Where did you see the older than 2 year requirement?

I was able to successfully get the Florida bike transferred to me. I had the bike verified by DMV inspector (VIN, Motor#, odometer, and EPA sticker. No light/turn signal check), Reg 343 form, and out of state title. Everything went very smooth, besides the DMV line....

Thanks for the help guys. Now i can legally ride the bike to work :)
 
I called Harley Davidson customer center with the VIN and they confirmed that it does not conform to CA emission norms but the customer care rep said that once the bike has crosses 7500 miles, the emission is no longer an issue. Can you guys confirm if this is true?

This would be a concern for me - i registered an out of state ducati and they looked specifically for this CA sticker - it depends a lot on the inspector at the DMV I'm sure.

They will mark down whether or not it meets the standards whether or not it has 7500mi

The law lets you bring in bikes that only meet federal standards if they have at least 7500mi on them

California's new vehicle standards are an important part of improving the air we all breathe. New vehicles first sold in other states that meet California standards may be registered in California at any time. New vehicles not meeting California New Vehicle standards can only be registered in certain situations. A "New" vehicle is any vehicle with less than 7,500 miles at the time it was obtained. "Used" vehicles, those with over 7,500 miles at the time they were obtained, can generally be registered in California as long as they are in compliance with US EPA emission standards.
 
The DMV by the stadium in San Jose was pretty fast even with a lot of people. I went in twice and both time was less than 20 min.
Gilroy was pretty quick too and doing a personalized tag was like 15 min.
