Help with frozen fork seal

Working on a set of Triumph TT600 forks to replace the seals. Seem to be the normal conventional fork set up. Drain, pull spring, dust seal and retaining clip, then bang apart upper and lower. Only problem is these arent banging apart.

Did some googling, it looks like I dont have to remove the cartridge to get the fork separated, so its just frozen in there. Tried heat, tried freezing it. I'm open to ideas at this point if anyone has any good ways of getting it apart.
