Hitch attached when not towing law?

5201a covers the ball mount on the bumper (plate not clearly visible). Anything regarding a hitch would be 24604, extending 4ft or more beyond the rear of the tail lamps. But I haven't seen any hitch that long. That code is used for things like ladders and wood planks.

I put a red flag on my hitch carrier just in case

a "load/part of your truck, car, etc. extended out past the rear bumper. pending your state. most go by the rule of rear most part of said truck, car, trailer, etc. but three feet till lights and flag are required.

no law about just a "regular/ drop" styled hitch in a 2 in receiver.

California requires flags to be attached to loads that project 4' or more from the rear of the vehicle, measured from the tail lamps. A trailer hitch would not apply.

My hitch ball is inserted up-side down when not in use. Thirty seconds max to pull the pin and turn the ball into position for use.

Plate is visible, texters are fended off.
