The state, counties and cities typically get rid of old stuff fairly soon. CHP has a website for old patrol vehicles, motorcycles and a bunch of other stuff. Large and small agencies likely do it differently. Depending on what you want (specific make/model v. close by, v....?) Know that "how decommissioned" it is widely varies. Also know there are shops who do nothing but buy such vehicles, sorta/kinda clean them up and sell them- you'll be bidding against them. There are a few YouTube channels of such shops- I'd take a look at those.
I'd call the purchasing dept and corporation yard of small, medium and large agencies- they'll steer you where to go.

one of the youtube channels I watch (Casey LeDelle / cascade heavy rescue) had recently several hd tows of forestry firetrucks because their diesel motor def system malfunctioned in silly ways, putting the motor in limp modeI have been to a few of these auctions...its amazing how many like new Fire Trucks are for sale because of year and not actual emissions...
So they dont pass smog and must be sold to Out of state....
So California gets rid of these trucks because...They don't want old Fire trucks polluting the air on the way to Put Out A Fire!......

I was given a paper that listed the rules..could not be driven away from auction...had to be shipped to private property. Or out of state .Do you know if they actually have to be sold out of state? Right on. I wasn't sure if these places truly required equipment to ship out of state, or if that was more of a lazy shorthand for the actual rules.
