how to register a bike in my name with no title, just a bill of sale

Is it possible? I am bidding on ebay and I am winning an auction, but the bike does not have a title. The seller failed to add the bike not having a title until after I bid on it (before bidding the bike said it had a clear title, although I have no idea if there has ever been a salvage title dirt bike). I have never bought a dirt bike without the owner having a title. But I assume that you can go to DMV and do a paperless title and register it in the new owners name and thus get the red/green sticker.
 
It is a possibility, but you are going to have to wait for some time untill they can clear the paper trail, before giving you the title. YOu can register it, but not in your name, it will be like an anonymous owner.
 
I just did this a couple days ago. I took my bill of sale and the bike to the dmv. They checked the vin and engine numbers and created a new title and registration for the bike.
 
This is what I wanted to do with the seller, but I don't think he wants to go to DMV before receiving payment. Makes me think he is scamming.
 
All you need is the bill of sale. He doesn't need to go with you. If you think it's shady, have him take a photo of the vin and engine numbers on the bike and email them to you. Then have the police check the numbers to see if they are stolen. If they are not, you're fine.
