Illegal to turn wide/short?

So on my way to work and I turn left on a one way with a dedicated left turn only and a go straight or turn left lane. I'm in the 2nd lane and a cage is in the lane to my left. I switch my signal on 3/4ths the block down. I get to the red light first. About 15 seconds later the light goes green and I check to see if anyones going to run a red light. I proceed to turn. Lo and behold, the cage goes wide and out of his lane and into mine (lines are clearly painted to guide you into the lanes), cutting me off and me honking at him. I'm typing this at work government websites are blocked off for some reason so I can't look any any of the resources. Any LEOs care to fill me in on the legalities and/or penalties for this type of irresponsible driving?
 
21658. Whenever any roadway has been divided into two or more clearly marked lanes for traffic in one direction, the following
rules apply:
(a) A vehicle shall be driven as nearly as practical entirely
within a single lane and shall not be moved from the lane until such movement can be made with reasonable safety.
 
I'm at the point where I somewhat expect it to happen, it sure does way too often
 
this happens all the time when im entering the webster tube over by jack london square comming from oakland to alameda. left lane = tunnel lane, middle lane = freeway lane OR straight. there are always people using the tunnel lane to get on the freeway and vice versa.

everytime i take this route, i always take extreme caution.

For some reason, I am always at one of those two turn lane lefts. I play a game in those situations. If I am on the outside, I make sure to stay in front of the other vehical. As the turn ends they almost always get tighter. I make it a point to scrafe across the lane twards the inside to make it perfictly clear that the inside car better make its turn, IN ITS OWN LANE.
When on the inside of a two lane left, I stay just in front of the other vehical. I hug the outside line (without touching or going over the line) the entire way through it.
In both cases, the other car gets a reality check. In both cases, both vehicals are going pretty slow comparitively. And in both cases (in a car or bike), I end up laughing my ass off!
 
nedro..I do the exact same thing every time. it's unreal how many ppl can't or don't think its important to stay in their lane during the turn.
 
I don't know, nedro. What if they're not paying attention?
 
When I was first learning to drive (ah the good old days) I was in the car with my mom in Alameda. There was a turn with at least two turning lanes, and since it was maybe the second time I had ever been behind the wheel, I honestly lost track of my lines and wound up all the way over on the wrong side of the street :laughing thankfully there were no other cars around and my mom was freaking out and screaming, "you're on the wrong side, wrong side!!!"

Needless to say, I stay in my own lane now as if those white lines represented WALLS. I learned my lesson :x
