As for Stockton, the provider (Tony & Heather) are accepting 2022 renewal and new memberships. Allen is not supporting this track, fyi. The surface has been updated. However, it was not done right. Tony does not plan to put in the money or effort to having it done correctly. Therefore, ride at your own risk.
For membership, go to FB Little 99 Kart & Moto track Group page. You can reach out to Heather or go to their webpage to purchase a renewal ($300) or new membership ($350)
Surface is ok for new and intermediate riders. For the more experience, the surface does not offer grip confidence as it once did before. Unfortunately. Unless perhaps you want to practice "slides" or less than ideal surface grip...... lol
As for Sonoma / Infineon, go to their website and check for track availability for "Moto's" - Most Mondays and Thurs. Once in a blue moon, a Sunday. Moreover, you will need to purchase your track day on their page as well. Not sure if they are accepting payment on site. Contact them for more info.
