I don't think it should be shrugged off as kids being kids, but it's also to be expected. People who don't have kids, or are extremely liberal/conservative parents, don't quite understand the process of how some of these 'I don't want you to do X, but I know you're going to do X' things go. You teach your kids to respect themselves, their bodies, the value of privacy, but not so much that you're creeping into body shaming. Then, when your kid does something like this, you go through whatever the 'punishment' is, which varies wildly per family, then just get back to regular life. It's the extremes that are no good, which would be reinforcement of the behavior, or a wicked intense and humiliating punishment, but go with something in between and everyone gets through it just fine, no big deal. Anyone who files sex charges should be set on fire. This has actually happened before, btw.
