not new as far as i recall. sortofa - first time i passed one of those, i was sporting a t-rex. 
having recently replaced our stock wheels, can attest that the custom wheel aftermarket is very alive and well. the stock wheels on our sprinter sucked ass (too 'delivery vanish' lol). went with black rhino yorks, and a significantly more aggressive tire (4X4 van struggled in the snow with the factory setup). shit ton of options out there, but serious competition for inventory. we're up in the land of bro-dozers though, so YMMV.
that said - we stayed within the manufacturers tech envelope. still a massive improvement.

Modern factory wheels look a lot better than the cheap OEM stuff from back in the day. I would think the custom wheel aftermarket is going the way of the car stereo aftermarket.

basically a lifted truck looses 1 of its poked out frog wheels, the wheel then crosses to fast lane which a kia hits perfectly and launches the car into the air like 10-15ft
