I purchased a rolling chassis at a lien sale to build a track bike then purchased a used motor. I have the bill of sale for both and all the lien sale paperwork but the DMV will not give me a title because the engine number and vin do not match. They want a CHP inspection but CHP wants all the parts on it to make it street legal which I do not have and do not want to purchase. The bike will be track only and never used on the street. Do I just keep the bill of sales with me and all the paper work when transporting the bike in case any problems arise or do I bite the bullet and make it street legal then pull all the parts off? If i do get stopped can the bike be taken from me or am I just being paranoid? I tried the search function and could not find anything that related to my situation. Any help would be great:thumbup

AFAIK yes, you can't register it. Unless you get it street legal. As far as paperwork, I don't know of anyone ever stopped for carrying a bike in a truck or trailer and having it seized UNLESS the numbers came up hot. I never worry about it. Theoretically you are supposed to get a red tag travel permit sticker for the bike to transport it but you need reg to get one.

how about registering as an off road bike. no lights are needed and only pay registration every two years for the green sticker.

Can you do that with a bike originally titled for the street?

I'd say yes, but not sure how it would work for you. from dmv.ca.gov ....

To change a California registered vehicle from on-highway use to OHV, you will need to:
• Visit a DMV office. Make an Appointment(s) for faster service.
• Provide the California Certificate of Title.
• Pay the original off-highway vehicle application fee (registration fee).

To register an OHV that has never been registered and was purchased from someone other than a licensed California dealer, you will need to:
• Visit a DMV office. Make an Appointment(s) for faster service.
• Complete an Application for Title or Registration (REG 343) (PDF).
• Have a DMV representative, licensed vehicle verifier, or peace officer complete a vehicle verification (on the REG 343 form).
• Provide evidence of ownership such as a bill of sale, out-of-state title, or Manufacturer's Certificate of Origin.
• Surrender any on-highway license plates.
• Pay the original off-highway vehicle application fee (registration fee).
• Pay the use tax.

This sounds like the best option so far. I will see what I can do with the dmv.

I HAD THE SAME PROBLEM!!!

I went rounds with DMV every flipping month for 2 years, finally it was impounded..

so I shat on EVERYONES desk!!

(I did get my bike back... and the engine blew 6 weeks later lol!)

turns out the frame and engine are not supposed to match but DMV is a bunch of twats.

goto the DMV in burlingame, they are the only one I've found that know whats right!

Talked to the dmv on the phone and they said its no problem to register it as a ohv. Just need the vin verification done by Chp which will do ot with none of the street stuff. Only problem is thief earliest appointment is 3/27. Guess I will be rolling with a bill of sale to all my track days till then. :rofl

Actually, what you get is a "title only" and then you get the transport permit Ernie mentioned. You do not need to reg is as an off road vehicle.

Take the bare frame to a chp office with a dmv VIN verification form. Dont say anything about the engine, get that part done.
Then either skip the engine verification or bring it in later, seperately.

It really seems to vary on what service you get where, but the local CHP office for me (Aptos) is super helpful.
