the STR is a far more capable bike, with far more power.
the FZ07 has conventional damper rod forks without even preload adjustment, while the STR has USD cartridge forks (with preload, compression and rebound adjustment).
the FZ07 has preload adjustment only on the rear (emulsion) shock while the STR has preload, compression, rebound adjustment on a shock with a reservoir

from a performance perspective there's no question that just about every component of the Triumple is better.
I have a 2015 FZ-07, just done spending ~$800 overhauling the suspension, can confirm that this thing now turns very, very well (compared to the other bikes I've owned previously). If you have the tools and friends with the know-how, there's no reason the FZ can't be converted to turn as well as the ST3 under a reasonable budget. It's a Yamaha, so you probably will experience very little down time when it comes to mechanical reliability. I have 24K miles on mine so far, zero issues.
I've also ridden my friend's 2008 Street Triple hoonin' on Mines Road, I remember the thing had a lot of power mid-range and up, didn't turn as sharply as my motard at the time but stock suspension was pretty good for my weight. I do seem to recall the earlier ST3's had problems with failing voltage regulator/rectifier, you might want to look into if this known problem has been addressed on the newer models.
The way these two engines make power/behaves are drastically different though, it will be up to your personal reference. I've always preferred obnoxiously loud twins over the triple, hence my decision of the FZ-07 over FZ-09 (weight was also one of them).

If you're up for ~$1500 in suspension upgrades and prefer low-mid range oomph, the FZ-07's the choice. Keep in mind that twin does get a little wheezy above ~8k rpm.

765 is a much different motor than the 2012 675 engine the OP is looking to get.
