very common on SoCal where HOV lanes are separated like that. i even had it recommended by a moto cop after i was hit splitting btw the next 2 lanes.

Can confirm, I always thought of the space between the SoCal HOV DY as the "lane-sharing lane". The couple times I had followed behind CHP motocops in SoCal splitting during rush hour I had noticed the officers all split on the DY themselves just like in the video...
 
This is why I swing into gaps like that. People probably think I'm "swerving/weaving between cars" but it would have kept her shiny side up here.

And yeah, brilliant choices in gear going on here.

They just put these double white lines in for the express lane new on 580 in the Dublin Pleasanton area ... You can ride right on or next it with plenty of room and nobody has said we shouldn't so far..... It feels a little safer since there's a big lane gap and usually cars don't try to illegally cross it

Also when he says "I got that all on camera" his tone of voice and inflection strongly suggests he's trying to comfort her in the sense the video proves everything to insurance and CHP, not that it's gonna be a fun media video..
