IMHO saying the Red Bull is competitive is like saying the Honda (MotoGP) was competitive. If only one person (a generational talent) can drive/ride the vehicle to the front, then it is not competitive.
Even Max has been vocal at how undrivable the Red Bull is.

Honda (when Marquez came on) was considered one of the best bikes on the grid and had great showings (with just about all the Hondas on the grid). Then they started to develop the bike around Marquez and the bike became un-rideable for just about everybody else. Then it got so bad that even Marquez had problems. To me, that compares to the Red Bull. Both Red Bull cars were very capable of running up front, then they started to develop it around Max. Then only Max can get it to the front and it is un-drivable for everybody else. And now even Max is complaining about the car.
I think we have just a slightly different definition on the word "competitive". I think Max is the one who is "competitive" not the Red Bull. Max can "adjust" to the problems of the car making the car appear competitive. Just like Marquez could ride around the problems of the Honda to make it look competitive.
