The point, simply, is that the constitution gave congress the right and duty to declare war, and for a long time, that was how it was done. Then along came the UN, "police actions" and eventually " Presidential Action."
The original constitutional intent was to divide war power between the President and Congress, so that neither could drag the US into a long costly battle without consideration and discussion. That was a good idea. However the current interpretation allows the President to implement and continue a ten year long ( really twenty) war ( there, I said it) without congressional vote. It also allows congress to abdicate their constitutional duty and go along for the ride, shamefully. They can just say "I was against it but it's his fault."
Once upon a time "war" was serious business. Now we have military " advisors" in two dozen countries and pour arms and aid into dozens more. We went from a nation that was involved only in serious war to a nation that is arguably the most war like on the face of the earth. And boy is it expensive. Now, I'd feel better about it if I actually believed half of the shit that comes out of Washington, but they are professional lying assholes and always have been. Two people pay for this, the taxpayer, and the grunt getting his ass shot off to implement some fucking policy that will change 180 degrees in three months.
