Would go-pro video footage be enough to demonstrate you're not reckless but rather speeding? And if you had tail footage, do you think if it picked up the LEO's actions it would drop the charge?

Open road excessive speed is one thing; speeding between vehicles could easily be considered reckless by the observing officer. Conditions play a large role in determining severity IMO.

Therein lies the problem - you don't know what the CHP was thinking at the moment, you only have an opinion about how they reacted. Is it any wonder law enforcement is damned if they do, damned if they don't. Charlie is out there to use their judgment regarding motorist and rider safety, something a lot of people seem to take for granted. If they took off after this rider then they probably had a very good reason for it, possibly VC23109, 23582, and maybe even 23103. I know we all say ride your own ride, but at some point this kind of behavior selfishly jeopardizes the safety of others. Slow Your Roll is a common sense effort probably lost on riders with a sense of entitlement.
