The SONY Cell processor in the PS3 is a far superior architecture to a CPU for game play, and even with the high-end GPGPU, parallel processing, and multi-cores you have to optimize for the common denominator.
A PC has to compete with OS requirements, background tasks, BUS speeds, DVD/CD read latency, bandwidth for all competing services, etc. The entire game isn't offloaded to graphics hardware. The PS3 is dedicated for only one task at one time. Games or Multimedia.
MW2 on the PS3 vs MW2 on the PC isn't even fair, the PS3 annihilates it.
