So I come home and find this car blocking the driveway. The car belongs to the people living in the apartments across the street. There is about 3-4 feet behind this car. what to do? call the police?

I work in a relatively busy city and when I get a call like this I view it as a waste of my time. I would not tow that car as you can easily get in and out of your driveway and that does not justify the 1/2 hour of my time it will take to get the car towed. My response would be to knock on your neighbor's door for you and ask them to move their car. If they refused, were unable, or I could not get a hold of the owner, then the car gets a parking ticket. That's it!
Now if your driveway is truely blocked where you can't get out, I have no problem towing those vehicles away.

Get an old Dodge PowerWagon (or Ford F250 4x4) with a good front bumper (the kind you find in deer country).it may be helpful to other people at some point to know how folks deal with these situations.
