Sounds like a scam. Parking Tickets are attached to the Vehicle, not The Driver. I don't think an arrest warrant can be issued for Parking Tickets.

Not usually. It's kind of tricky legal ground. No one has bothered to attack the grey area of the implied responsibility of a vehicle registration. Some counties will send those tickets to collections, by the validity of the debt is questionable. If you ever went to traffic court and agreed to some kind of payment plan and miss a payment or something you're screwed though.

After working in a hardware store for just over three years (this is my fourth christmas there), I can confirm we get people asking for these at least once or twice every year. And one of the guys I work with is a retired electrician who likes to go into great detail with them about how they're going to burn their house down haha.
