Electrician help - Unbiased opinion on changing circuit breaker panel.

the bigger issue to me is that the inspector didn't make em do it.

I'm beginning to wonder about this! The house is 12 miles out of town, on a single lane rural road and when we had our RV port built the carport company said that a permit was not required - I know there's a big difference between a steel carport in the yard and a kitchen remodel, but I just assumed a permit would be required for something like a kitchen. When we had the backup generator installed it required a permit.
