there are too many great industrial bands out there to really pin the title to one band as the best.

Apop & VNV are EBM. Regardless, Al Jorgunsen and OGHR sure as hell don't make noise sultry the way Watts does. Good noise but not as angrily sensual. Same goes for pretty much everyone you listed. The qualification for my statement was VERY specific.
 
i don't know about "sultry" but i do know that KMFDM rocks. like i said i just can't really call anyband the best, each one has it's own personal point of appreciation. so i can't really say wich one is best, but i also think that Kmfdm is pop-industrial. :twofinger.

So yeah, this is my favorite song ever and it's something that I live by because it strikes so true in my eyes. It's full of metaphors for love and life, and if you ever hear it... you might just think it's downright beautiful.

Sent out an SOS call, it was a quarter past four in the morning when the storm broke our second anchor line.
Four months at sea.

So here is where the metaphor begins. Love is a boat out at sea.

This is the part that I can't even begin to describe, because it makes so much damn sense after hearing the song - but only to myself. They do a really damn good job of giving the sense of hopelessness in their ending. Such a freaking beautiful song.
