I don't know about the Dutch, but the Americans do not "operate" the Tornado and yet there are USAF pilots flying the Tornado in the UK as we speak. I'm sure the police were able to get a readout of "over 300 mph" but that's not quite accurate as most low levels are flown at over 420 Knots which would be closer to 500 MPH. The avionics in airplanes are constantly evolving--there is a lot of automation, but in a training environment deployment of live munitions is certainly not one of those...
