Look, don't get me wrong. I think way too many people have drivers licenses. They are handed out like pez. It's just too frigging easy. But not being able to read english isn't the issue. It's old people, dumb people, people that don't know how to drive. Those are the people we need to keep from driving. Not someone that has a problem reading our language. Most, if not all, of our street signs are universal.

but i don't think you should get a license without being able to read and write english. a driver license enables you to do more than just drive a car, and without knowledge of reading / writing english you could get yourself into trouble. do bench warrant notification letters come in chinese?

It didn't appear to me that is what happened, OP came here looking for information because the car driving test IS available in Chinese, he wanted to know if the same is true for motorcycle riding test (as there is a Spanish motorcycle test taking option). He simply wanted a clarification of DMV's inconsistent testing policies. Upon getting the answer (condescendingly sarcastic to boot) that it was not, OP did not express any opinion that he felt entitled for the test to be available in Chinese.

to last bolded: driving here without local license but with international or similar on temporary basis is fine. establishing residency without literacy by getting a driver license can be dangerous for the person for example if they disregard important mail like a bench warrant notification since they didn't read fine print about golden gate bridge toll and getting letter in mail or other things
i have nothing against immigration and your friend sounds like a great candidate but assimilation at least to the point of being able to interact with 'natives' by reading and writing common language goes a long way
