Skydive Monterey used to have scheduled high altitude jumps. My buddy and I did one from 18,000 MSL. We had oxygen by nasal cannula from 15,000 on up, pulled it off just before exit. It is damned cold up there and it took only seconds to begin to feel the slight effects of hypoxia but that went away quickly once we descended after a few seconds of freefall.
The view from that high is spectacular, no restrictions.
