Closing Update
Well, it's been about a month now since the accident...
A few days back I finally got paid out after a lengthy and odd valuation process. A company in Idaho had me take tons of pictures of all the damages (which was hard as I have injuries), they compiled the images and sent them off to another valuation company in Iowa. Which then created a report and sent it to the USAA total loss claim center. This took weeks...
The valuation was all messed up, and I had to exchange 8+ emails with USAA (speaking with a different rep every single time, which was extremely aggravating) until they finally valued the bike correctly.
The first round valuation: My bike was compared to a bone stock model in Bend, Oregon and another in Medford.
We probably went back and forth 3-4 more times until I finally felt like a sound valuation was accomplished, of equal comparables. 
In summation, I have cancelled my policy with USAA completely and have switched back to Progressive-USAA. It came out to be MUCH MUCH cheaper with better coverage. Progressive has $3,000 dollars of gear coverage included, and ended up being over $300 dollars a year cheaper (with LOWER deductibles all around)
In the end, I didn't switch because of the cost, I switched because USAA jerked me around every step of the process. Trying not to include accessories every step of the way. Pair that with the fact there is no longer any gear coverage (besides $250 for a helmet), that was more than enough to push my in the other direction.
When I called to cancel the policy (policyholder for the last 9 years), the rep didn't even try to retain me as a customer. It's sad to see USAA customer service degrade like this, but as many have said... Being a more public company now drives up rates and lowers value to customers.

If you ride with expensive PPE and have USAA coverage, it might be time to switch.
