Quick Google (I'm air curious). Looks like if you are going to jump above 13,000 you should consider having oxygen available. Above 18,000 and you really need air handy just in case.

Large commercial aircraft fly 20k-40k. But emergencies are a different matter. If there is an emergency and they can't pressurize the cabin they can be at 7000'.
