Less Congestion sure, less pollutants? Not necessarily. The bar is way way lower for bikes who only in the last several needed to get cats from the factory
Not necessarily, but still totally possible. A typical non-literbike gets ~50mpg on the freeway. Pollutants are measured in PPM, which means a 50mpg motorcycle emitting 4x the pollution of a 13mpg truck is actually equally as polluting. 4x the pollutants in PPM, but only 1/4 the volume of exhaust gasses.
Of course, currently laws ignore this entirely, which is why a 5.7L V8 can pass smog, while your little aging 4-banger is failing and being labeled as a gross polluter even though it produces fewer pollutants per mile.
