No. First of this isn't an argument.
My opinion is that the death penalty should be reserved for cases with overwhelming evidence against the accused.
Examples of overwhelming evidence already listed.

There are vast degrees of mentally ill. Could be argued anyone that commits murder is mentally ill so I'd have to say yes.
Is jihadi john mentally ill? would you argue for his right to life if ever he's brought to trial?

There will be experts arguing both sides. Some saying he's nuts some saying he isn't. I'm not an expert but I'll give benefit to the deciding outcome.

No, there is rarely any reason to enjoy killing people. Neither is there much reason to shy away from it. People are just resources for society to exploit to best serve its needs. Efficient use of resources should be the key concentration of effort here. I do agree however that we are grossly failing at making the most of our human capital and need to better exploit that resource as a nation.
