I'm an admin on an SMF based (similar to vBulliten) forum, admin's can track IP's. When you click on a user's name there is a list of all the IP's that they have used recently, and a list of all other users that have signed in with the same IP ranges.
It just doesn't too much good against anyone who's computer savvy because there are a ton of ways around it like using a proxy, VPN, restarting your modem, etc.
